Foreign media

Agreement to issue a permit for temporary residence in Ukraine for foreigners or stateless persons  who arrived in Ukraine to work as a correspondent or representative of foreign mass media

Foreigners or stateless persons, who are correspondents or representatives of foreign mass media and are planning to obtain a permit for temporary residence in Ukraine in order to carry out their professional activities (hereinafter referred to as ‘foreign journalists’), have to obtain a recommendation from the Ministry for Reintegration of the Temporarily Occupied Territories (hereinafter – Ministry for Reintegration).

The recommendation from the Ministry of Reintegration is a necessary document when filing a motion to the State Migration Service of Ukraine for issuing (exchange) a temporary residence permit in Ukraine for foreign journalists.

Procedure for obtaining a recommendation from the Ministry for Reintegration

1. A foreign journalist submits to the Ministry for Reintegration a letter from the mass media he represents.

 Requirements for a letter from the foreign mass media:

1) The letter is composed according to the sample below, or in a free form, but shall include the following information:

 - full name and type (e.g., newspaper, TV and radio company, news agency etc.) of the foreign mass media;

 - full name of the foreign mass media worker in the Ukrainian language and language in accordance with passport data (it is important to check the accuracy of the information, as in the presence of any inaccuracies, the territorial body of the State Migration Service does not accept the application of the Ministry for Reintegration);

 - nationality, date of birth of the foreign journalist;

 - information about the foreign journalist’s passport (ID card) – number of the passport (ID card), date of issuing and the date until which the passport (ID card) is valid (it is important that information be provided about the passport which will be submitted to the State Migration Service of Ukraine);

 - position at the foreign mass media.

2) A copy of the passport of a foreign journalist is attached to the letter. 

Also, the following shall be included in the letter:

 - reference to part 11 of article 5 of the Law of Ukraine “On the Legal Status of Foreigners and Stateless Persons”;

 - aim of the motion, that is the temporary residence permit or it’s exchange;

 - local office of the State Migration Service of Ukraine to which the motion for issuing (exchange) a temporary residence permit is planned to be submitted (if unknown, the name of the city where the local office of the State Migration Service is situated).

Requirements for a letter from the foreign mass media:

 - it shall be composed on the letter-headed paper of the foreign mass media;

 - it shall be signed by the head of the foreign mass media (or another authorized person);

 - it shall be affixed with a seal (if available).

Attention!

The signature of the head or another authorized person must be original - photocopies of the letter shall not be considered.

The Ministry of Reintegration disclaims any responsibility for the entirety and credibility of information in the letter from a foreign mass media.

How can a letter be submitted to the Ministry of Information Policy?

  1. By leaving a letter in the inbox for incoming correspondence at the address: Chokolivsky Boulevard, 13, Kyiv, 03186.
  2. By e-mail - by sending a scanned copy of the letter to the e-mail address [email protected] (the copy states: [email protected]).

Attention!

If a letter from a foreign media outlet is sent to an e-mail address, a foreign journalist or his / her representative is obliged to submit the original letter from a foreign media outlet upon receipt of the application from the Ministry for Reintegration. Otherwise, the submission of the Ministry for Reintegration to persons without the original letter of a foreign media is not issued.

2. In case of compliance with all requirements for issuing a letter to a foreign media, the Ministry for Reintegration prepares a submission to the territorial body of the State Migration Service regarding the issuance / exchange of a temporary residence permit in Ukraine to a foreign journalist.

3. How can a recommendation of the Ministry for Reintegration be obtained?

  • Personally - Chokolivsky Boulevard, 13, Kyiv, 03186 (subject to prior approval by phone (044) 355-14-88 (code 146) or e-mail [email protected]);
  • By mail - in the case of prior notification of the recipient's address (only subject to prior receipt by the Ministry for Reintegration of the original letter from a foreign media);
  • By an authorized representative - provided that the person provides confirmation of authority to represent the interests of a foreign journalist or foreign media (representation of a foreign media in Ukraine).

Additional information.

This service is rendered free of charge.

The procedure does not cover foreigners or stateless persons who have arrived in Ukraine for the purpose of working at Ukrainian mass media.
